AMENDMENT DESCRIPTION:
A point of order was sustained against the amendment on the grounds that it constituted legislation on an appropriations bill in violation of clause 2 of rule XXI.
AMENDMENT PURPOSE:
An amendment to require that all public ceremonies inducting new U.S. citizens be conducted solely in the English language.
