H.AMDT.863 to H.R.2866 Amendments en bloc: (1) provide that the boundary of the Six Rivers National Forest will be extended as lands are acquired, that the Forest Service may develop management plans only for lands that have been acquired, and terminates the Forest Service's land acquisition authority 10 years after enactment; (2) provide that landowners within the 44,000-acre area authorized to be acquired shall be entitled to the full and lawful use and enjoyment of their lands until the lands are actually acquired by the Federal Government; (3) provide that the Forest Service may not acquire lands under the bill without the consent of the landowner or by condemnation; (4) add to the bill's findings a statement which says "the continued fragmentation and loss of irreplaceable ecosystems creates an urgent need to develop creative solutions to achieve the long-term benefits of permanent protection and preservation"; (5) provide that land management restrictions imposed are not to preclude the use of mechanical transport during times of emergency involving the health or safety of an individual; and (6) add "Buy American" provisions to the bill.
