1. H.AMDT.77 to H.R.2244 Amendment sought to increase the appropriation for summer youth employment programs from $320 million to $1 billion. The funds would have been considered to have come under the defense category for purposes of the Budget Act. \ A point of order was sustained against the amendment on the grounds that it violated section 302(f) of the Budget Act in that it would exceed the Subcommittee on Health and Human Services budget allocation and also that it constituted a change in existing law in violation of clause 2 of rule XXI.

2. H.AMDT.644 to H.R.4556 Amendment deletes language which limited to $1 million the amount that the DOT Inspector General can use to conduct audits under the the Chief Financial Officers Act.
