Americans are facing tough economic times.  On the heels of the slowest recovery since World War II, the economy shed about 2 million jobs in 2008 and unemployment rose to levels not seen since the early 1990s.  We continue to export jobs at an ever-accelerating rate, making good jobs harder to find.  Outside the farm sector, real wages are falling after accounting for inflation. While corporations may be earning more, working Americans are earning less, and the gap between the richest Americans and those at the lower end of the earnings ladder persists. It is time to put America on a new course, undoing a legacy of eight years of failed economic policies that led the country into a recession.

Congress must work to increase employment so that all Americans can meet their full economic potential. Historically, and in the future, American creativity and innovation helps us to grow our markets and create more jobs. We must invest in green jobs -- jobs in industries that will not only put money into hardworking Americans’ pockets, but better America too.

I commend my colleagues for reaching an agreement on a longer term extension of the payroll tax cut. While this bill is not perfect, it does provide the average American middle-class family with an additional $1,000 over the year through the payroll tax cut extension, it continues Unemployment Insurance through the end of the year, and prevents cuts in Medicare physician payment rates. More than 160 million Americans will benefit from the payroll tax extension and millions of seniors using Medicare will be able to continue to see the doctor of their choice.

U.S. Rep. Carolyn Maloney (D-NY) voted for the legislation, which would have prevented an estimated 160,000 unemployed workers in New York State, including 95,000 in New York City, from losing their benefits by the end of the year.

Carolyn Maloney (D-Manhattan, Queens) hailed the final passage yesterday of H.R. 4851, the Continuing Extension Act of 2010, legislation that extends unemployment and health insurance coverage for Americans who are out of work. The bill extends for two months provisions in the American Recovery and Reinvestment Act that provide for increases in the duration and amount of unemployment insurance benefits, and continues a 65% federal subsidy for COBRA health insurance premiums for people who are between jobs. President Obama signed the bill into law last night.
