Keystone XL Pipeline--Agreement: A unanimous-consent-time agreement was reached providing that following Leader remarks on Tuesday, November 18, 2014, Senate begin consideration of S. 2280, to approve the Keystone XL Pipeline; that there be up to 6 hours of debate equally divided between opponents and proponents; that upon the use, or yielding back of time, Senate vote on passage of the bill; that no amendments, motions or points of order be in order to the bill prior to the vote on passage; that the vote on passage be subject to a 60 affirmative vote threshold; and that if the Senate passes the bill, and has received or receives from the House a bill that is identical to S. 2280, then the House bill be passed with no intervening action or debate.

KEYSTONE XL PIPELINE


Committee on Rules: Full Committee held a hearing on H.R. 5682, to approve the Keystone XL Pipeline. The committee granted, by record vote of 7-3, a closed rule for H.R. 5682. The rule provides one hour of debate equally divided among and controlled by the chair and ranking minority member of the Committee on Transportation and Infrastructure and the chair and ranking minority member of the Committee on Energy and Commerce.
