Iraqi Special Immigrant Visa--Agreement: A unanimous-consent agreement was reached providing that if the Senate receives a bill from the House of Representatives which is identical to S. 1566, to extend the period during which Iraqis who were employed by the United States Government in Iraq may be granted special immigrant status and to temporarily increase the fee or surcharge for processing machine-readable nonimmigrant visas, as passed by the Senate, then the bill be read three times and passed, and the motion to reconsider be laid upon the table, with no intervening action or debate.

A unanimous-consent agreement was reached providing that if the Senate receives from the House of Representatives any of the following joint resolutions or bills by 11 a.m. on Thursday, October 3, 2013, that those measures be considered to have received their second reading and an objection to further proceedings considered to have been heard under the provisions of Rule XIV during the session of Thursday, October 3, 2013: H.J. The rule provides 30 minutes of debate on each measure equally divided and controlled by the chair and ranking minority member of the Committee on Appropriations. The rule waives all points of order against consideration of each measure and provides that each measure shall be considered as read. In Section 4, the rule provides that it shall be in order at any time through the calendar day of October 6, 2013, for the Speaker to entertain motions that the House suspend the rules and that the Speaker or his designee shall consult with the Minority Leader or her designee on the designation of any matter for consideration pursuant to this section. Testimony was heard from Representatives Kingston, Lowey, and DeLauro.
