The Need for Reform

In 1913, the IRS tax form was one page long and the entire tax code only 14 pages. Today, it takes nearly 74,000 pages to explain our country's convoluted federal tax system. Compliance with ever-expanding tax laws drains six billion man-hours and an estimated $500 billion from the U.S. economy each year. It's no wonder that well-meaning citizens and businesses are exasperated with its complexities and reports of abuse of power by the Internal Revenue Service. Rep. Murphy supports a simpler, fairer, flatter code in order to spur economic growth, allow you to keep more of your money, and to reduce the centralization of power in Washington.

Stop Tax Increases

On New Year's Day 2013, Americans woke up to a $4.4 trillion tax hike because the current tax code had expired. Not only did your income tax rates go up, but you were on track to be taxed more for being married, having children, saving in a retirement account, or owning a small business or farm. Congress passed with Rep. Murphy's support legislation overturning this tax increase for 99% of American taxpayers. The American Taxpayer Relief Act (H.R. 8) overturned a tax hike and made current 2001-2003 rates permanent, no longer subjecting families to "cliffs" or expiration dates. Wages, dividends, capital gains, the $1,000 child tax credit, and marriage penalty relief are now locked in permanently. The bill also permanently fixes the alternative minimum tax and sets a lower death tax.

Making America Competitive in the 21st Century

The last thing America's economy needs are higher taxes that takes money out of the pockets of hard-working families and push more jobs out of the United States. 

America’s tax rate on employers is the second highest in the developed world. The United States is one of the only countries to tax businesses for bringing capital back into the country for reinvestment. As part of an effort to make the US tax code more competitive and balanced, the House Ways and Means Committee is conducting hearings and discussions on comprehensive tax reform. There are currently 11 working groups examining various sections of the tax code, taking input from the public, and developing ways to make our tax system smarter, flatter, fairer, and simpler. Public comments to date were recently included in a Joint Committee on Taxation report, which can be read here.
