Sexual Assaults in the Military

Rapes and sexual assaults are far too common in both civilian life and in the military. I have worked to bring justice to the military victims of sexual assaults through letters to the Department of Defense, nonpartisan studies, and legislation. As our soldiers are fighting for those who have long been denied basic rights, we should do everything possible to ensure that we are protecting their rights, too.

WASHINGTON, DC –  In 1988, Congress mandated that the Pentagon collect statistics about crimes committed within the armed forces. 18 years have passed, and despite repeated prodding from Congress, the Department of Defense has failed to fully implement DIBRS, the Defense Incident-Based Reporting System (A Congressional Research Service report on the status of DIBRS can be found here).

WASHINGTON, DC - Reps. Carolyn B. Maloney (D-NY), Louise M. Slaughter (D-NY), and 13 of their colleagues are urging Army Secretary Francis J. Harvey to reconsider implementing a new system that would collect personal identifying information of sexual assault survivors (view PDF document). According to a notice in the Federal Register on October 25, 2005, the Sexual Assault Data Management System Files would be added to the Army’s existing records systems.

Carolyn Maloney (NY-14), Diane Watson (CA-33) and 46 other Members of Congress wrote to Defense Secretary Donald Rumsfeld today asking for immediate, concrete measures to support victims of sexual assault (PDF of letter). Members also asked for a timeline of when the recommendations made in DoD’s recently released Department of Defense Task Force Report on Care for Victims of Sexual Assault will be implemented. Members say that the report does little to actually help the victims but instead makes long-term, broad recommendations that do nothing to help the victims now.

WASHINGTON, DC - An Army task force on sexual assault has completed a report that reveals that sex abuse claims within the Army’s ranks increased by 19% from 1999 to 2002. The number of rapes reported rose by 25% - both numbers far outpace the growth of Army personnel, which was at 6%.

WASHINGTON, DC - The Department of Defense’s (DoD) Care for Victims of Sexual Assault task force released its final report on sexual assault in the military tonight (PDF of report). Rep. Carolyn Maloney (NY-14), who has long pressed the military to combat sexual assault within its ranks, said that while she is pleased that the report has finally been released, its limited and vague recommendations are disappointing. She is also concerned that the report will not be followed by action, as has been the case many times in the past.
