I am a member of the House Committee on Oversight and Government Reform, the main investigative committee in the U.S. House of Representatives. It has jurisdiction to investigate any federal program and any matter with federal policy implications. I sit on three subcommittees: the Subcommittee on Government Management, Organization, and Procurement; the Subcommittee on Information Policy, Census, and National Archives; and the Subcommittee on National Security and Foreign Affairs.

Mr. Chairman, Mrs. Maloney, Mr. Davis, thank you for this opportunity to present and answer questions on the Census 2000 Operation Plan, first sent to you six weeks ago, and now refined to incorporate the evaluation based on the Census Bureau's Dress Rehearsal experience. I have submitted written testimony, and will now more briefly comment on issues raised in the letter of invitation to appear before this Subcommittee.

Yesterday, the Democratic members of the House of Representatives Committee on Government Reform and Oversight announced the appointment of Rep. Carolyn B. Maloney (D-NY) as Ranking Democratic Member of the new Subcommittee on the Census. Maloney has been fighting for an accurate count in the 2000 census in an effort to ensure that New York gets fair treatment. The 1990 census undercounted New York State population by 277,000 with 244,00 undercounted in New York City alone.

Washington, DC -- February 2, 1998. The President sent his budget to Congress today outlining his priorities for the new year. Under the President's priority to improve government performance through better management, the President latched onto two legislative ideas introduced last summer by Congresswoman Carolyn Maloney: H.R 2063, the Debt Collection Wage Information Act, and H.R. 2347, the Federal Benefit Verification and Integrity Act.

After weathering strong bipartisan criticism at a hearing in front of the House Subcommittee on Government Management Information and Technology on November 12, the Treasury Department announced drastic management changes to its Financial Management Service (FMS).

Washington, DC -- November 12, 1997. Delinquent fines, student loans, royalties, and other debts to the U.S. government have rolled into a 50 billion dollar tab- and debtors are doing little about it. The numbers are the topic of hearings being held today in the Government Reform and Oversight Subcommittee on Government Management, Information and Technology. Congresswoman Carolyn Maloney released a report today, in conjunction with the hearings, which shows the break-down of the debt, and the degree to which the agencies are breaking the law.

Washington, D.C.-- Today, Rep. Maloney requested a legal opinion from the General Accounting Office regarding whether or not the Department of Interior’s Minerals Management Service (MMS) had proper authorization to negotiate royalty settlements with major oil companies.  She also sent a letter to Attorney General Janet Reno asking for the Justice Department’s policy and role in these settlements.  Rep. Maloney has focused attention on two Interior Department negotiated settlements with Exxon and Chevron.  These settlements may have resolved more than $1 billion in outstanding claims for only $218 million.

Washington, D.C.-- Today, Rep. Maloney announced that the Department of Interior’s Minerals Management Service (MMS) may not have had proper authorization to negotiate royalty settlements with major oil companies containing more than a billion dollars in claims.  Maloney has sent a letter to Interior Secretary Bruce Babbitt containing a legal analysis questioning the authority of the Department.  Specifically, the letter states that MMS needed the Justice Department’s authorization to resolve settlements over $100,000, settlements which are printed in the Federal Register.  Furthermore, affected States and Indian tribes should have been parties to the negotiations, and since the settlements were in dispute, the Interior Department should have referred the matter to the General Accounting Office for resolution and instruction.

WASHINGTON, DC--Congresswoman Carolyn B. Maloney (D-NY) announced the release of the Congressional report, “Crude Oil Valuation: The Ineffective Response of the Minerals Management Service.”  The House Committee on Government Reform and Oversight issued this report as a follow-up to a hearing of the Subcommittee on Government Management Information and Technology held on June 17, 1996.  Maloney is the Ranking Member of the Subcommittee.  The report concludes that the Minerals Management Service has failed to aggressively collect hundreds of millions of dollars in unpaid federal oil royalties.

WASHINGTON, DC --  Congresswoman Carolyn B. Maloney (D-NY) announced today that many States are way ahead of the Federl government in collecting unpaid royalties.  The Project on Government Oversight in conjunction with Rep. Maloney released a report today which shows that, outside of California,  oil companies owe the American public between $400 million and $1.3 billion in unpaid oil royalties since 1985.
