    SEC. 4. CONSUMER CHOICE WITH RESPECT TO OVER-THE-LIMIT TRANSACTIONS.
    SEC. 5. STRENGTHEN CREDIT CARD INFORMATION COLLECTION.
    SEC. 6. STANDARDS APPLICABLE TO INITIAL ISSUANCE OF SUBPRIME OR `FEE HARVESTER' CARDS.
