Survey of Activities

New for the 112th Congress, the Committee on Rules will be publishing its Survey of Activities quarterly. This publication will not only include myriad statistical profiles of the legislation handled by the committee, but information regarding the history of the Committee itself, House Rules changes, and the Committee oversight plan.

    A reference source that identifies precedents and practices of the House from 1936-2012.  Compilation was initially undertaken by House Parliamentarian Lewis Deschler; since 1986, they have been published under the title Deschler-Brown Precedents of the U.S. House of Representatives.  Currently, the series is compiled by Parliamentarian Emeritus Charles W. Johnson.

Constitutional Authority Statements

Clause 7 of Rule XII requires that each bill or joint resolution introduced in the House be accompanied by a Constitutional Authority Statement citing the power(s) granted to Congress in the Constitution to enact the proposed law.
