Term Limits
Since the founding of this nation, Americans have worried about the potential for power to corrupt their elected officials. As I have traveled around Kentucky’s Sixth district, many people have expressed their concerns to me about career politicians who go to Washington and lose touch with the people they represent. To address this concern, I have introduced House Joint Resolution 26 legislation that would amend the U.S. Constitution to impose term limits on Members of Congress.
The Amendment provides that no Member of Congress shall serve more than 12 consecutive years in either the U.S. Senate or the U.S. House of Representatives. Under my proposal, Senators would be limited to no more than two consecutive full terms, while Representatives in the House would be limited to no more than six consecutive full terms. Because this reform can only be achieved by amending the Constitution, the measure must be approved by a two-thirds majority in Congress and ratified by three-fourths of the states.
Real change in Washington requires fresh thinking. I believe that term limits will diminish the incentive of Members to focus solely on reelection, and help achieve our Founding Fathers’ vision of a Congress composed of citizen legislators dedicated to promoting the national interest rather than their own self-interest.
More on Term Limits
WASHINGTON – Congressman Andy Barr released the following statement following President Obama’s State of the Union Address:
“Tonight, I had hoped to hear about how the President will reduce our exploding federal debt, protect the American people from the harmful effects of the new healthcare law, and grow the economy to create jobs for hardworking families who are suffering in this stagnant economy.
“Unfortunately, the President offered the same failed approach of more government spending, more job-crushing regulations, and higher taxes.
Mr. Barr:
The House has voted multiple times to fund the government and to prevent a shutdown.
WASHINGTON – Congressman Andy Barr today announced the launch of his newly re-designed congressional website, www.Barr.House.Gov. This new "Online Office" will serve as an interactive and informative resource for Congressman Barr’s constituents.
Dear Congressman Barr:
I agree with you – real change in Washington requires fresh thinking. I believe that term limits will diminish the incentive of Members to focus solely on reelection, and help achieve our Founding Fathers’ vision of a Congress composed of citizen legislators dedicated to promoting the national interest rather than their own self-interest.

WASHINGTON, D.C. – U.S. Rep. Andy Barr last week introduced House Joint Resolution 26; a proposed amendment to the United States Constitution that would cap at 12 the number of consecutive years which members of the House and the Senate could serve in office.
The Amendment would limit House members to six consecutive two-year terms and Senators to two consecutive six-year terms. These limits would apply prospectively, after two-thirds of the states have ratified the Amendment.
