Congressman Andy Barr

Representing All the People of Kentucky's Sixth District

Social Policy

As a strongly pro-life father of two young girls, I consider protecting the unborn and the most vulnerable among us as one of my greatest responsibilities as a parent and legislator.  In Congress, I maintain a pro-life legislative agenda that aims to enact laws protecting innocent human life and mothers.  I have already taken a number of actions while in Congress to protect life, which I am pleased to share with you.

On January 4, 2013, Diane Black (TN-06) introduced H.R. 217, the Title X Abortion Provider Prohibition Act.  H.R. 217 would prohibit federal dollars from going to any family planning service provider that actively performs abortions, including Planned Parenthood.  I am a co-sponsor of H.R. 217, and will advocate strongly on its behalf should it reach the House floor for a vote.

  • I have cosponsored H.R. 940, The Health Care Conscience Rights Act, which would amend Obamacare to ensure that the federal government cannot require individuals, charities, or businesses to buy insurance coverage that includes items or services against which they have a deeply-held moral or religious objection.

  • I am a cosponsor of H.R. 1091, the Life at Conception Act, which was introduced by Congressman Jim Jordan (OH-4) on March 12, 2013.  The legislation would ensure that equal protection under the 14th Amendment of the U.S. Constitution includes the right to life of the unborn.

  • I signed a letter to the news divisions of ABC, NBC, and CBS regarding their lack of coverage of two high-profile pro-life cases: Planned Parenthood’s lobbying efforts in support of infanticide in Florida in April 2013, and the criminal murder trial of Dr. Kermit Gosnell in Philadelphia.

  • Additionally, I have signed a letter to President Obama urging his administration to appeal the Spring 2013 decision of the U.S. District Court for the Eastern District of New York to allow females ages 16 and under to obtain emergency birth control without a prescription.

I will continue to work hard to advance legislation and initiatives that protect the lives of the unborn and their mothers.
