The Investing for Tomorrow’s Schools Act of 2014 (H.R. 5259) would allow state infrastructure banks to make loans for projects to repair school facilities, make energy efficiency improvements, install broadband internet infrastructure, among others.

In 1975, Congress took the critical step of passing the Individuals with Disabilities Education Act (IDEA), guaranteeing that every child with disabilities would have the opportunity to reach his or her full potential. At that time, the federal government committed to pay 40 percent of the average per pupil expenditure for special education.

WASHINGTON­—Last night, Congressman Jared Huffman (D-San Rafael) led138 members of Congress in sending a bipartisan letter to President Obama urging him to increase funding for special education services. More than 6.5 million children are eligible for special education services under the disability categories of the Individuals with Disabilities Education Act (IDEA). Under the IDEA, the federal government committed to contributing 40 percent of the average per pupil expenditure for each special education student. However, this funding has never met this target.

Congressman Huffman strongly opposes this unnecessary government shutdown and is calling on his colleagues in Congress to approve a simple, temporary agreement to resolve this standoff and reopen federal agencies. This manufactured crisis is the result of House Republicans’ ultimatum to block government funding unless the Affordable Care Act is repealed.
