911 Security

The terrorist attacks of 9/11 made us examine the way we protect ourselves from terrorist attacks and how we assist communities following a disaster. While there has been progress on a number of fronts, including the passage of the Intelligence Reform and Terrorism Prevention Act following the recommendations of the 9/11 Commission, we have missed opportunities to make our country safer and more prepared.

One missed opportunity occurred during the Committee on Government Reform markup of H.R. 5005, the Homeland Security Act of 2002, a bill to create the Department of Homeland Security.

During this markup, I offered an amendment that was passed unanimously. The amendment recognized the federal government’s need to have the authority and flexibility to respond to large scale terrorist attacks like 9/11 and eliminate delays caused by procedural hurdles and rigid standards. Unfortunately, the amendment was removed by the Republican majority and was not in the bill that passed the House. The amendment was the result of lessons learned following 9/11 and serves as the backbone of the Community Protection & Response Act of 2002, which I have introduced.

New York, NY – In response to today’s report by the National Transportation Safety Board on the October 2006 plane crash on the Upper East Side of Manhattan, Congresswoman Carolyn B. Maloney (D-Manhattan, Queens) urged the Federal Aviation Administration (FAA) to permanently prohibit aircraft from flying over the East River unless pilots receive prior permission from and are controlled by air traffic control.  The FAA imposed such flight restrictions on a temporary basis last October; in February, the Administration proposed making the restrictions permanent, but has not yet formally done so.  Maloney represents the Upper East Side of Manhattan, the site of last year’s crash.

Maloney (Manhattan and Queens) and Peter King (Long Island) have introduced bipartisan legislation, HR 3575, the September 11th Family Humanitarian Relief and Patriotism Act. This legislation will provide much needed relief to spouses and children of immigrants who died on 9/11, but face deportation. The September 11th Family Humanitarian Relief and Patriotism Act, would grant these family members “Green Cards”, by adjusting their immigration status to “permanent legal resident”. This would allow them to stay in the United States provided that all requirements of a permanent legal resident are followed.
