As a member of both the General Aviation Caucus and House Transportation Subcommittee on Aviation, and having lived in Northern Minnesota my whole life, I understand the enormous economic benefit general aviation has to the 8th District, Minnesota, and our nation as a whole. Our numerous regional airports are important economic drivers of our business and tourism industries, and critical hubs for visitors and commuters alike. It is vital we ensure their continued success as major employers in our district and across the United States.

I was the original Democratic sponsor of the Small Airplane Revitalization Act (H.R.1848), which was signed into law by the President in 2013. Senators Amy Klobuchar and Al Franken championed the bill in the Senate. This measure requires the FAA to update their Aviation Rulemaking Plan and give producers of small airplanes, like Cirrus Aircraft in Duluth, their own set of regulations. Over the past two decades, the small aviation industry in America has been slowly choking due to an outdated, unnecessarily lengthy approval process that increases the price of safety and technology upgrades by up to ten times, costing us jobs and innovation. The Small Airplane Revitalization Act will help regenerate those lost jobs, as well as spur investment and accelerate new designs and lifesaving safety features for a whole new generation of small planes being built in the United States.

To that end, I am a cosponsor of the General Aviation Pilot Protection Act of 2013 (H.R.3708), which will ease excessive rules and regulations for general aviation pilots, and I continue to support common-sense efforts to make our federal government more efficient. I recently joined 29 other Members of Congress in a letter to the Federal Aviation Administration (FAA) opposing their demand for additional fees for air traffic services at EAA AirVenture Oshkosh – a move seen as another administrative attempt to impose user fees on general aviation.

HIBBING — A key piece of the funding for Range Regional Airport’s (RRA) plans to expand its terminal has been secured.

U.S. Sens. Amy Klobuchar and Al Franken, along with U.S. Rep. Rick Nolan, announced Tuesday that the Department of Transportation (DOT) has awarded the Chisholm-Hibbing Airport Authority (CHAA) $5,050,521 for infrastructure improvements.

State officials were on hand Friday afternoon to dedicate a $3.5 million crosswind runway project at the Park Rapids Municipal Airport – Konshok Field.

Federal funding paid for the majority of the project.

The event started with a ribbon cutting out on the field. It was funded by the Federal Aviation Administration, the Minnesota Department of Transportation (MnDOT) and the city of Park Rapids.

The private airport continues to see increased traffic.

Hibbing, MN (NNCNOW.com) --- The Chisholm-Hibbing Airport has been awarded over $5M to expand its terminal building and improve infrastructure.

The Department of Transportation has awarded the airport $5,050,521.

U.S. Senators Amy Klobuchar and Al Franken along with Representative Rick Nolan say $3,596,049 will be awarded in discretionary funds from the Department of Transportation and $1,454,472 will be given in entitlement grants through the Airport Improvement Program.

DULUTH – AAR Aircraft is celebrating a major milestone in production.

The company, along with Congressman Rick Nolan, announced the delivery of its 100th aircraft Thursday.

Nolan said Duluth is becoming a mecca for aviation, and with 350 people working at AAR, it's a good model for what kind of jobs Duluth needs.

Duluth, MN (NNCNOW.com) --- U.S. Congressman Rick Nolan toured the AAR facility in Duluth Thursday touting the increase in jobs as the aircraft maintenance company continues to grow.

As Nolan toured the expanding facility he offered some advice on how to recruit employees for these well-paying jobs.

He also discussed opportunities for continued growth within the company.

Officials with AAR say the facility currently has 70 jobs open for skilled technicians, and other support mechanics.

The grant will provide federal funding for the acquisition of nearly 14 acres of land around the airport, as well as other technological improvements and upgrades.

[WASHINGTON, D.C.] – The Department of Transportation and the Federal Aviation Administration (FAA) have awarded $401,625 to Pine River Regional Airport in Cass County, U.S. Rep. Rick Nolan announced today.

The grant will provide federal funding for measures taken to protect equipment from adverse weather conditions and extend its lifespan. It will also allow for 75 feet of road to the airport from the public road to be paved.

The grant will provide federal funding to conduct an Environmental Assessment in order to evaluate environmental issues for approach protection and to maintain airport development standards.
