WASHINGTON — The effort in Washington to build a new museum on the National Mall commemorating women’s achievements is running into one big obstacle: men.

The last day to register is Oct. 14.

The fund  covers those already sick or anyone who fears they may become sick due to the toxic dust that lingered in the air over lower Manhattan following theSept. 11 terror attacks.
