Service Academy Nominations
Each member of Congress, whether in the House of Representatives or in the Senate, can have no more than five appointees in each of the service academies. California, the most populous state, has fifty-three members of the House and two Senators, therefore becomes the most competitive in seeking a congressional nomination to an academy.
