Issues & Legislation
Education
The one essential element to our nation’s long-term economic success is education. It is the foundation on which our next generation will gain the knowledge and skills they need to keep America on the cutting edge of innovation and discovery. I am committed to increasing educational opportunities, supporting our hard working teachers, and improving our classrooms.
Energy
I support an “all of the above” approach to solving America’s energy challenges. We should invest in new energy sources and strengthen established ones as we work towards energy independence. By doing this, we can create jobs, strengthen our national security, improve the environment and combat climate change.
Environment
Northern California’s incredible landscapes and natural resources are the economic and cultural cornerstone of our district’s communities. I am committed to protecting these natural resources in a fair and equitable manner for future generations, and I will keep working with my colleagues on both sides of the aisle to help protect our air, water, public lands, and wildlife.
Fiscal Responsibility
While things may be improving, the federal government has run deficits in excess of $1 trillion each of the last few years. Our national debt recently surpassed $15 trillion. If our debt was divided among the U.S. labor force, every single American worker would owe more than $100,000.
Gun Violence Prevention
As a hunter and gun owner I believe we should protect a law-abiding individual’s Second Amendment right to own firearms. As a dad and grandfather I also believe that we have a responsibility to make our schools, streets and communities safe. We can do both, but Congress will need to step up.
Health Care
As the husband of a family nurse practitioner, and a senior member of the House Ways and Means Subcommittee on Health, I know firsthand the challenges that exist in our current health care system.
Housing
Home prices are gradually increasing and foreclosures are declining, but our slow-moving housing recovery still leaves many Californians with significant financial struggles. Many families are either barely able to make mortgage payments or stuck in a home that is still worth less than the amount owed.
Immigration Reform
Immigrants are an important part of our district’s and nation’s history, culture and economy. However, our current immigration system is broken. There are more than 11 million undocumented residents living within our borders.
Jobs & Economy
My number one priority in Congress is creating jobs and growing our economy.

LGBT Rights
All couples – gay or straight – should have the right to marry who they love. And, every couple should have the right to receive the benefits that come along with marriage.
National Defense
As a senior member of the House Permanent Select Committee on Intelligence and a military combat veteran, I am committed to providing our Armed Forces and Intelligence Community with the resources they need to provide a strong national defense. To effectively advance our nation’s security goals, we must be able to objectively assess our security challenges and adapt accordingly.
Seniors
Seniors play an integral role in our country and it’s important that we make sure they get the retirement benefits they have earned though a lifetime of hard work.
Veterans
As a Vietnam combat veteran and Co-Chair of the Congressional Veterans Caucus, I understand that we have a responsibility to work to support those who have bravely served our country. There are more than 21 million military veterans in our country, including some 50,000 in California’s Fifth Congressional district alone.
