In an effort to reduce the federal government's energy consumption and save taxpayer dollars, Senators Mark Udall (D-Colo.) and Jim Risch (R-Idaho) introduced the Energy Efficient Government Technology Act.  Be it enacted by the Senate and House of Representa-

This Act may be cited as the ‘‘Energy Efficient Gov-

ernment Technology Act’’.

Section 543 of the National Energy Conservation

Policy Act (42 U.S.C. 8253) is amended—
5
(1) by redesignating the second subsection (f)
6
(relating to large capital energy investments) as sub-
7
section (g); and
8
(2) by adding at the end the following:

‘‘(1) I
N GENERAL
.—Not later than 1 year after
13
the date of enactment of this subsection, each Fed-
14
eral agency shall collaborate with the Director of the
15
Office of Management and Budget (referred to in
16
this subsection as the ‘Director’) to develop an im-
17
plementation strategy (including best-practices and
18
measurement and verification techniques) for the
19
maintenance, purchase, and use by the Federal
20
agency of energy-efficient and energy-saving infor-
21
mation and communications technologies and prac-
22
tices.

‘‘(2) C
ONTENT
.—Each implementation strategy 
24
shall be flexible, cost-effective, and based on the spe-
25

the agency.

‘‘(3) A 
DMINISTRATION
.—In developing an im-
3
plementation strategy, each Federal agency shall—
4
‘‘(A) consider information and communica-
5
tions technologies (referred to in this subsection
6
as ‘ICT’) and related infrastructure and prac-
7
tices, such as—
8
‘‘(i) advanced metering infrastructure;
9
‘‘(ii) ICT services and products;
10
‘‘(iii) efficient data center strategies
11
and methods of increasing ICT asset and
12
related infrastructure utilization;
13
‘‘(iv) ICT and related infrastructure
14
power management;
15
‘‘(v) building information modeling,
16
including building energy management;
17
and
18
‘‘(vi) secure telework and travel sub-
19
stitution tools; and
20
‘‘(B) ensure that the agency realizes the
21
savings and rewards brought about through in-
22
creased efficiency and utilization.
