SEC. 2. EMERGENCY APPROPRIATION OF FUNDS TO PRO-

VIDE PAY AND ALLOWANCES FOR MEMBERS

OF THE ARMED FORCES AND SUPPORTING

CIVILIAN AND CONTRACTOR PERSONNEL

DURING GOVERNMENTWIDE SHUTDOWN.

During a Governmentwide shutdown, the Secretary
6
of the Treasury shall make available to the Secretary of
7
Defense (and the Secretary of Homeland Security in the
8
case of the Coast Guard), out of any amounts in the gen-
9
eral fund of the Treasury not otherwise appropriated, such
10
amounts as the Secretary of Defense (and the Secretary
11
of Homeland Security in the case of the Coast Guard) de-
12
termines to be necessary to continue to provide the fol-
13
lowing:

(1) Pay and allowances (without interruption)
15
to the following:
16
(A) Members of the Army, Navy, Air
17
Force, Marine Corps, and Coast Guard, includ-
18
ing reserve components thereof, who perform
19
active service during the funding gap.

(B) At the discretion of the Secretary of
21
Defense, such civilian personnel of the Depart-
22
ment of Defense who are providing support to
23
the members of the Armed Forces described in
24
paragraph (1) as the Secretary considers appro-
25
priate.
