The Volunteer Income Tax Assistance Program (VITA) & Tax Couseling for the Elderly (TCE)

Having trouble preparing your tax return? If you are a low- to moderate-income earner, you can receive free assistance from a certified volunteer through the IRS' VITA Program. In addition, seniors can receive assistance through the TCE Program.

Low Income Taxpayer Clinics

Low Income Taxpayer Clinics (LITC) are organizations that represent low-income taxpayers in federal tax controversies with the IRS for free or for a nominal charge and/or provide tax education and outreach for taxpayers who speak English as a second language. Low Income Taxpayer Clinics are independent from the IRS. There are four clinics in Wisconsin.

The Earned Income Tax Credit (EITC)

The EITC is a refundable tax credit for low-income workers. In the 2005 tax year, more than 22.2 million people nationwide received EITC. Yet 20 to 25 percent of the people who are eligible either don’t know it exists, or if they qualify. Further, many who are aware of the program do not know how to claim it. That means millions of people nationwide do not get the credit that the law provides.

In western Wisconsin, 47,889 individuals/families received the Earned Income Tax Credit last year, totaling $90,523,357.  For the 2010 tax year, the maximum credit is $5,666 for a family with two or more children. Find out if you are one the 309,000 Wisconsin individuals or families that qualify for the EITC.

The Recovery Act created a new category of families with three or more children and increased the maximum benefit of the EITC for tax years 2009 and 2010. The Tax Relief and Job Creation Act of 2010 extended these changes through 2012.
