Making Sure Spending Cuts Stay Cut  

The new House Rules Package institutes many needed changes, including the creation of Spending Reduction Accounts. The new Spending Reduction Accounts improve how Congress handles cuts to appropriations bills. As currently written, however, the rules allow Appropriators to take money back out of these accounts to increase spending elsewhere. The proposed RSC amendment would prevent any spending cuts approved by the House from being used to increase spending in another bill. Instead, this money could only be used elsewhere if approved by a vote of the entire House, not just the Appropriations Committee.
