    (1) National Infrastructure Bank Act of 2011 - Establishes an independent National Infrastructure Bank to designate qualified transit, public housing, water, highway, bridge, aviation, freight, passenger rail, or road infrastructure projects for loans, loan guarantees, and other financial assistance.
    (2) The National Youth Summer Jobs Act, which would provide funding to cities hardest hit by the economic crisis to develop and sustain summer job programs for youth ages 13-21. The President's American Jobs Act also proposes $1.5 billion in funding to support summer job programs for low-income youth.
    (3) The Hire, Train, Retain Act would offer payroll tax exemptions to employers who train and hire unemployed Americans, getting people into training programs and on a path to employment.  
    (4) The School Athletic Facilities Restoration Act of 2011 authorizes the allocation of grants to local educational agencies for the construction, renovation, or repair of school facilities used for physical education. The funds will facilitate construction hiring, while improving safe places for our children to exercise and play.

Strengthening our Economy and Putting Ohioans Back to Work

My primary goal in Congress is to change the course of our economy and bring recovery to Ohio.  We can regain our economic momentum and vitality.

Despite the recession, all leaders must fight for sustainable jobs in growing industries and many Ohioans must be retrained and reintegrated into sectors such as healthcare, weatherization and green manufacturing where employment opportunities are expanding.  Every time I consider a labor measure, I first ask myself if there are significant training dollars in this bill to help Ohioans return to work.  We've got to start investing in our economy and pursuing policies that will encourage job growth.  I cosponsored the Great Lakes Navigation System Sustainability Act of 2013, which will provide funding for all commercial and recreational navigation projects in the Great Lakes.

According to the U.S. Census Bureau, the female-to-male earnings ratio has not changed significantly since 2007.  Women in Ohio who work full time earn 77 percent of that for men working full time: this equates to a gap in wages of $10,430 a year. This wage discrimination hinders our economy as women increasingly become the breadwinners in their families. That is why I cosponsored the Paycheck Fairness Act, which amends the Equal Pay Act to ensure women who do the same work as men receive equivalent pay.

The recession created a sluggish economy with high unemployment and stagnant wages.   As a cosponsor of the Fair Minimum Wage Act, I support a federal minimum wage increase to $10.10 and an increase in tipped employees’ wages to $3. This legislation will help our low wage workers and reduce the poverty rate.

I strongly support assisting small businesses by making sure they have available resources to thrive and grow.  I've hosted numerous events in the district to help inform small business owners about obtaining capital and connect them with additional resources.
