Topic: Conforming Medicare’s Eligibility Age with Social Security’s
               Normal Eligibility Age

Chairman John Breaux will lead the Commission’s discussion about this concept. The U.S. Senate approved this change when debating the Balanced Budget Act of 1997, but it was not part of the final legislation.

Topic: Modernizing Fee-for-Service Medicare

Members will discuss modernizing fee-for-service Medicare. One example is to review a variety of private-sector tools that some have suggested be used in Medicare reform. Commission staff will present summary information as requested by the Commissioners.

Topic: Medigap Reforms

Commissioners have discussed the impact of supplemental insurance (Medigap) on the Medicare program and its beneficiaries. The Commission’s Reform Task Force has received testimony about the impact of supplemental coverage on utilization and program spending, the availability and cost of supplemental coverage, supplemental benefits and comparisons between self-purchased and employer-sponsored coverage. Commission staff will present summary information as requested by the Commissioners.

Topic: Concepts of Premium Support

Commissioners will continue their discussion of a premium support model. The members will review side-by-side comparisons that show how some design concepts may vary in four health care programs. The comparisons include benefits, government contributions, beneficiary premiums, and administrative structures.
