Provides one hour of debate on the motion equally divide and controlled by the Majority Leader and Minority Leader or their respective designees. 4. Waives all points of order against consideration of the motion except those arising under clause 10 of rule XXI. 5. Provides that the Senate amendment and the motion shall be considered as read.
