H.R. 4771, introduced by Subcommittee on Health Chairman Joe Pitts (R-PA) and Subcommittee on Health Ranking Member Frank Pallone (D-NJ), adds 25 new chemicals to the list of substances that meet the Controlled Substances Act definition of anabolic steroid, thereby facilitating their control by the Drug Enforcement Agency (DEA).  The bill also makes it easier for DEA to add subsequent designer chemicals to the list of anabolic steroids and increases civil and criminal penalties for offenses pertaining to anabolic steroids.
 
On September 15, 2014, H.R. 4771 passed the House by a voice vote.
