The insular areas of the United States and the Freely Associated States face significant energy challenges due to their near total reliance on imported fossil fuels to meet their energy needs.  H.R. 83, introduced by Rep. Donna Christensen from the Virgin Islands, requires the Secretary of the Interior to establish a team of technical, policy, and financial experts to develop energy action plans addressing the immediate, near-term, and long-term energy and environmental needs of each of the insular areas of the United States (American Samoa, the Commonwealth of the Northern Mariana Islands, the Commonwealth of Puerto Rico, Guam, and the Virgin Islands) and the Freely Associated States (Federated States of Micronesia, Republic of the Marshall Islands, and Republic of Palau). The team of experts must also assist each of these areas in implementing the energy action plan.

On September 15, 2014, H.R. 83 passed the House by a voice vote.
