H.R. 4080, the “Trauma Systems and Regionalization of Emergency Care Reauthorization Act”

H.R. 4080, introduced by Rep. Michael Burgess (R-TX) and Rep. Gene Green (D-TX), reauthorizes several trauma care programs.  These programs provide grants to states for planning, implementing, and developing trauma care systems and launching pilot projects to design, implement, and evaluate innovative models of regionalized emergency care and trauma systems.

Traumatic injury is the leading cause of death for people ages 1-44.  From 1995 to 2010, emergency visit rates have increased at twice the rate of growth of the U.S. population, and will likely continue to grow.  These rates are highest in rural areas.

Enhanced trauma systems are needed to improve the coordination of potentially-lifesaving services within defined geographic areas.  Though there are many trauma programs currently authorized in the Public Health Service Act, none of them have been funded in recent years.

The bill passed the House on June 24, 2014.
