On February 6, 2014, Rep. John Campbell (R-CA) introduced H.R. 4013, the Low Volume Motor Vehicle Manufacturers Act of 2014, with Rep. John Barrow (D-GA) and Rep. Duncan Hunter (R-CA) as original cosponsors.  As introduced, the bill creates an exemption from federal motor vehicle safety standards for certain replica motor vehicles produced or imported by a low-volume manufacturer.  The bill also amends the Clean Air Act to allow a low volume vehicle manufacturer, under certain conditions, to install into vehicles an engine (including emission controls) from another motor vehicle that has been granted a certificate of conformity with Environmental Protection Agency emission control standards.  Under the bill, a replica motor vehicle is one that “is intended to resemble the body of another motor vehicle that was manufactured not less than 25 years” earlier and “is subject to being manufactured under trademark ... from the original manufacturer.”
