Section 917 of the Energy Independence and Security Act of 2007 established a joint United States-Israel grant program to support the development and commercialization of renewable energy and energy efficiency technologies.  H.R. 3683, introduced by Committee Chairman Fred Upton (R-MI) and Ranking Member Henry A. Waxman (D-CA), would expand the existing bi-national grant program so that it can support natural gas and water efficiency technologies in addition to energy efficiency and renewable energy projects.  The bill also establishes an energy working group to deepen the relationship between the United States and Israel on energy security issues.
