H.R. 3, the "Northern Route Approval Act”

H.R. 3 grants a regulatory earmark to TransCanada Corporation, effectively exempting TransCanada’s proposed Keystone XL tar sands pipeline from all federal permitting requirements, including environmental requirements that apply to every other construction project in this country.  The Subcommittee on Energy and Power marked up and approved H.R. 3 on April 16, 2013.  The full Committee marked up and ordered the bill favorably reported on the following day, April 17, 2013. 

On May 22, 2013, the House passed H.R. 3 by a roll call vote of 241 - 175
