H.R. 2775, "the No Subsidies Without Verification Act"

H.R. 2775 is designed to mislead American families about the financial assistance that is available to them when they shop for health insurance in the new marketplaces.  The premise of this bill is a deliberate distortion of the Department of Health and Human Services' (HHS) actions to establish an effective eligibility verification system.  HHS has already confirmed to Congress the process by which it will check the information applicants submit against prior year tax returns, Social Security data, and current wage data.  The Congressional Budget Office (CBO) produced findings that echoed the effectiveness of the verification system offered by HHS. 

Furthermore, H.R. 2775 creates a duplicative, unworkable process to certify that a verification system is in place.  Under the provisions of the bill, the HHS Inspector General would be required to qualify the HHS verification system, which has already been established and verified, thereby distracting the Office of Inspector General from its critical ongoing work, while providing no new resources.
