On July 17, 2013, Rep. Tim Murphy (R-PA) and Rep. Gene Green (D-TX) introduced H.R. 2703, a bill to eliminate possible disincentives for health practitioners to volunteer at community health centers.  H.R. 2703 makes health practitioner volunteers eligible for medical malpractice coverage that is available to health center employees, contractors, and officers through the Federal Tort Claims Act (FTCA).
