H.R. 2318, the "Federal Facility Accountability Act of 2013’’

H.R. 2318, introduced by Rep. Robert Latta (R-OH), amends the process for cleanup of toxic contamination at sites that are currently or were in the past owned or operated by the federal government.  Unfortunately, the legislation was drafted without input from the Department of Defense or Department of Justice, both of which raised significant concerns about its effect.  The process proposed by the legislation could disrupt the national priority scheme in which the most contaminated federal sites are cleaned up first, increase litigation, delay cleanups, waste limited resources, and expose federal employees to criminal penalties for doing their jobs.

H.R. 2318 and H.R. 2226 were incorporated into H.R. 2279, which passed the House on January 9, 2014.
