H.R. 2052 is a bipartisan bill introduced by Subcommittee on Commerce, Manufacturing, and Trade Chairman Terry, Ranking Member Schakowsky, Rep. Roskam, and Rep. Barrow on May 20, 2013.  As introduced, H.R. 2052 requires the Secretary of Commerce to conduct an interagency review of the global competitiveness of the United States in attracting foreign direct investment.  The review must include an assessment of several factors, including the domestic economic impact of foreign direct investment in the United States; trends in global cross-border investment flows; federal, state, regional, and local efforts to attract foreign investment; and other matters.  The Secretary of Commerce is required to report findings to Congress along with recommendations for making America more attractive to global investment.

After consideration by the Subcommittee on Commerce, Manufacturing, and Trade, H.R. 2052 was considered and favorably reported by the full Committee on July 17, 2013.  The bill passed the House of Representatives on September 9, 2013, and has since been considered and favorably reported by the Senate Committee on Commerce, Science, and Transportation.
