Rep. Steve Chabot delivers a speech on the House Floor in support of his legislation, the Girls Count Act (H.R. 3398). This bill would take steps to help developing countries issue birth certificates to newly born children so that they are truly counted at birth and do not fall prey to human trafficking. The bipartisan bill was later passed by voice vote.
