Putting Americans back to work is a top priority. While our economy is beginning to improve, a national unemployment rate near 8 percent and California’s near 10 percent unemployment rate remind us that progress must still be made. To ensure that the federal government is using the most accurate unemployment rate, I authored the Real Unemployment Calculation Act, which would require the official national unemployment rate to take into consideration discouraged individuals who have given up looking for a job, but are able and willing to work.

To allow our economy to reach its full potential, we must streamline federal rulemaking procedures, reduce the tax and regulatory burden on businesses and provide certainty, which will allow businesses to thrive, expand and hire once again. That is why I have consistently supported legislation that would make federal rulemaking more accountable and efficient. 

We must also foster the growth of small businesses, which are backbone of the American economy and represent the best opportunity for job creation. With over half of the workforce employed by a small business, it’s critical that the focus of job creation efforts be on helping relieve many of the burdens that restrict cash flow and cause unnecessary paperwork. For that reason, I voted in favor of the Jumpstart Our Business Startups (JOBS) Act, which is now federal law, and this relaxes federal regulations so that it’s easier for businesses to raise capital when starting off. I also authored the ADA Notification Act, which would give businesses a 90-day compliance period to correct any infraction to the Americans with Disabilities Act. This will help curb the practice of predatory lawsuits that hurt small businesses.
