Endorsed Legislation

SEEC Members actively work to build support for legislation that: advances a clean energy economy; protects our natural environment; and curbs the threat of climate change.  Endorsing legislation is one way that the Coalition assists in calling attention to and strengthening support for the work of our members.

Below is a list of legislation endorsed by SEEC in the 113th Session of Congress.  Endorsed legislation must have a SEEC Member as the original sponsor. 

H.R. 474: Complete America's Great Trails Act (Connolly)

H.R. 474  would provide private property owners with tax incentives to dedicate public access and conservation easements in order to close gaps in our National Scenic Trails and protect them from development.  Endorsed on June 4, 2013.

H.R. 764: Coastal State Climate Change Planning Act (Capps)

H.R. 764 would create a new climate change mitigation grant program that would provide grants to coastal states to voluntarily modify their current coastal management plans to address climate change impacts.  Endorsed on June 4, 2013.

H.R. 1154: Bringing Reductions to Energy’s Airborne Toxic Health Effects (BREATHE) Act (Polis)

H.R. 1154 would repeal the exemption for aggregation of oil and gas emissions under the Clean Air Act, and add hydrogen sulfide to the hazardous air pollutants list.  Endorsed on June 4, 2013.

H.R. 1175: The Focused Reduction of Effluence and Stormwater runoff through Hydrofracking Environmental Regulation (FRESHER) Act (Cartwright)

H.R. 1175 would close a loophole within the Clean Water Act that exempts oil and gas companies from having to obtain a stormwater runoff discharge permit.  Endorsed on June 4, 2013

H.R. 1350: Grand Canyon Watersheds Protection Act (Grijalva)

H.R. 1350 would withdraw in perpetuity the lands near the Grand Canyon from mineral exploration under the 1872 Mining Act.  Endorsed on September 10, 2013

H.R. 1351: Public Lands Service Corps (Grijalva)

H.R. 1351 would expand and reinvigorate the existing Public Lands Corps by modernizing the scope of corps projects to reflect new challenges, such as climate change, add incentives to attract new participants, especially from underrepresented populations, and pave the way for increased funding.  Endorsed September 10, 2013

H.R. 1890: Balancing Food, Farm, and the Environment (Balancing) Act (Blumenauer)

H.R. 1890 would update the Farm Bill’s conservation title to reflect the needs of a changing agricultural system and a new set of federal government priorities.  Endorsed September 10, 2013.

H.R. 1630: Red Rock Wilderness Act (Holt)

H.R. 1630 would designate 9.5 million acres of land in Utah’s Red Rock country as wilderness, protecting it from fossil fuel development and off-road vehicles.  All of this land is already managed by BLM.  Endorsed December 3, 2013.

H.R. 2023: Climate Change Health Protection and Promotion Act (Capps)

H.R. 2023 would direct the Secretary of Health and Human Services (HHS) to develop a National Strategic Action Plan to assist health professionals in preparing for and responding to the public health effects of climate change.

H.R. 400: Clean Energy Technology Manufacturing and Export Assistance Act (Matsui)

H.R. 400 would create an export assistance fund to help small- and medium-sized clean energy technology companies better access markets abroad. Endorsed on March 25, 2014.

H.R. 4092: Streamlining Energy Efficiency for Schools Act (Cartwright)

H.R. 4092 would streamline information about federal energy efficiency programs and financing options to help better inform and assist schools with upgrades. Endorsed on May 29, 2014.

H.R. 4162: Job Creation through Energy Efficient Manufacturing Act (Cartwright)

H.R. 4162 would authorize $250 million in funding to establish a Financing Energy Efficient Manufacturing Program under the Department of Energy to provide competitive grants to states to establish or expand programs to finance energy efficient retrofit, onsite clean and renewable energy, smart grid, and alternative vehicle fleet projects for industrial businesses. Endorsed on May 29, 2014.

H.R. 3988: Fixing Operations of Reservoirs to Encompass Climatic and Atmospheric Science Trends (FORECAST) Act (Huffman)

H.R. 3988 would provide that within one year of a request from a local reservoir sponsor, the Army Corps of Engineers would, in collaboration with NOAA, conduct a review of their reservoir operations. If the findings indicate that one or more of core functions can be improved, the Corps will revise their operations and water control manual appropriately.  Endorsed on July 24, 2014.

H.R. 4426: Clean Energy Victory Bonds Act (Lofgren)

H.R. 4426 would authorize issuance of small-denomination treasury bonds in $25 denominations, up $7.5 billion per issuance and $50 billion total.  Proceeds from the bond sales will support and extend clean energy incentives. Endorsed on July 29, 2014.
