I rise having cosponsored this bill as the ranking member on the Agriculture Appropriations Subcommittee. I have to say that I think we have worked very well together. We have worked together as chair and ranking member over a period of time. It is an interesting perspective.

I appreciate the efforts of Chairman Aderholt and Ranking Member Farr to put together this bill, which provides adequate funding for vital programs such as international food aid, nutritional assistance, and food safety.
I would like to thank Chairman Aderholt and Ranking Member Farr and welcome Secretary Vilsack.
Mr. Secretary, your Department plays an important role in nutrition assistance for vulnerable populations, conservation efforts, rural community development, and research to combat climate change and improve crop yields. The range and scope of USDA’s responsibilities is truly amazing.

2013 enacted level: $20.7 billion
2014 Committee mark: $19.5 billion
2014 Omnibus: $20.9 billion
· $6.7 billion for Special Supplemental Nutrition Program for Women, Infants, and Children (WIC), sufficient to meet expected need in 2014.
