    Isn't it correct, that the current HIPAA law already mandates; that if a state does not have a high risk pool those health insurance companies operating in that state must cover pre-existing conditions in an open enrollment? Why is this never brought up and discussed?

    10 months into health care reform and not one single concrete suggestion from anybody on the panel. Just "we have to think about it", "various possible ways to accomplish this", etc. Obviously, neither Burgess nor anybody on the panel is serious about health care reform or there would be concrete proposals not just blather.
