The Legislative Process: This year, Congress entered its 112th Session, marking nearly two and a half centuries since our Republic was formed. Throughout this time, the Legislative Branch of our Government has adopted accepted practices for writing, processing and eventually passing laws. How Committees Work: The concept of the "grand committee" has been carefully developed from the early days of the House of Representatives and, in modern practice, gives the House a more expeditious means for considering the complex and often controversial legislation referred to it.
