Vieques forma parte integral de Puerto Rico y mejorar la calidad de vida de sus 10,000 habitantes ha sido un componente importante de mi trabajo en Washington. Soy consciente de la obligación que tiene el gobierno federal con los residentes de Vieques, quienes por más de seis décadas se sacrificaron por nuestra seguridad nacional.
El gobierno es esencial para nuestro bienestar general. En una sociedad civilizada y democrática como la nuestra el gobierno tiene un rol indispensable en cuanto a nuestra seguridad, nuestra educación, nuestra salud, nuestra infraestructura, nuestros recursos naturales, nuestros residentes desventajados y nuestro desarrollo socio-económico.
