Hunting and Fishing

I grew up in Brainerd, Minnesota, in the heart of Minnesota's lake country. Along with my brother, Jim, and sister, Mary Pat, I began my lifelong enjoyment of hunting, fishing and the outdoors at an early age. The Nolan homestead in rural Crosby is now a regular gathering place for 5 generations of Nolans who together tap maple syrup in spring, harvest wild rice in the fall, and never miss a hunting or fishing opener. 

As a gun owner and hunter, and a member of the bipartisan Congressional Sportsmen's Caucus, I work to pass legislation in the House of Representatives that protects the rights of responsible gun owners, preserves wildlife habitat for recreation, and supports hunting and fishing on federal lands.
 

  • The Sportsmen's Heritage and Recreational (SHARE) Act (H.R.3590) ensures that our nation's hunting and conservation heritage - such an integral part of our Minnesota way of life - remain a top priority in the federal government for years to come. The bill would limit the authority of the EPA to regulate bullets, angling lures, and other hunting equipment, allow more money for shooting ranges on public lands, and make permanent the electronic duck stamp program.
     
  • I am working to pass H.R.686, the Protect our Prairies Act, to encourage farmers to preserve native prairie grasses. Many of the measures I worked to include in the 2013 Farm Bill - protecting the Conservation Title, as well as other conservation priorities - are now public law.
     
  • I fully support reauthorization of the North American Wetlands Conservation Act (NAWCA), which helps to conserve North America's waterfowl, fish, and wildlife resources. Minnesota currently has 93 NAWCA projects, successfully conserving more than 200,000 acres of wildlife habitat, and I will continue to support and fight for funding for these worthy projects that benefit our environment.
     
  • I am a cosponsor of the Conservation Easement Incentive Act (H.R.2807), which encourages landowners to donate conservation easements - helping to protect millions of acres of our nation's agricultural lands and open spaces. I am pushing for its full passage with more than 200 of my colleagues.
     
  • I'm cosponsoring H.R.3728, the Wild Game Donation Act, which gives tax credits for hunters who donate meat to food-based charities, and a tax deduction for processors who take part in charitable donation programs.
     
  • I'm supportive of the Recreational Fishing and Hunting Heritage and Opportunity Act (H.R.1825), to help sportsmen gain access to federal lands for recreational hunting and fishing.
     
  • My work to prevent the spread of invasive species - such as Asian carp and zebra mussels - into Minnesota waterways via the Mississippi River, vital for the preservation of our multi-billion dollar sport-fishing and tourism industry, is set to become law.

A significant step has been taken toward protecting the Upper Mississippi River above the Twin Cities from invasive carp.

President Barack Obama signed legislation Tuesday, June 10, that will close the Upper St. Anthony Falls lock to boat traffic. Located in downtown Minneapolis, the lock is the northern-most navigational structure on the Mississippi River. Closure will help keep invasive carp, such as bighead and silver carp, from reaching Mille Lacs Lake and other important waters north of the Twin Cities.

WASHINGTON, DC – U.S. Senator Amy Klobuchar along with U.S. Senator Al Franken and U.S. Representatives Keith Ellison, Erik Paulsen, Tim Walz and Rick Nolan announced today that their bipartisan provision to keep invasive carp out of Minnesota’s waterways has been included in the final water infrastructure conference bill. The provision, authored by Klobuchar in the Senate and Ellison in the House, would help fight the spread of invasive carp – also known as Asian carp – by closing the Upper St. Anthony Falls Lock within one year.

Congressman Rick Nolan’s communications director, Steve Johnson, stopped by Hometown Focus last week. He wanted to talk about how to submit news and/or editorials. I told him we didn’t really publish too much political stuff in HTF. He took that news in stride, and offered to share a recipe instead. Perfect! To top it off, he followed up with a picture of our congressman and his grandson, Huck, from opening weekend.
