Homeland Security

soldier in silouhette

Congressman McGovern understands that the primary responsibility of our federal government is to keep the American people safe from those forces who would seek our nation harm. He believes it is essential that the agencies and people involved in this important work have the necessary resources available to them, but also that they use those resources in the most efficient and effective way possible, and that their conduct be held to the highest of standards.

Congressman McGovern has always been firmly committed to the protection and integrity of the U.S. Constitution, and that the fundamental rights and liberties contained within must never be sacrificed for the sake of temporary security.

U.S. Rep. Jim McGovern (D-MA), along with his Rules Committee colleague U.S. Rep. Tom Cole (R-OK) have coordinated a bipartisan letter calling on the House Leadership urging them to bring an authorization for the use of military force in Iraq when Congress returns to Washington in November.

M. Speaker, I rise in opposition to this rule.

Let us be very clear about one of the implications of the language before us:  A vote for this rule is a vote to shut off the mechanisms of the War Powers Resolution for the next two months.  If any Member of this House has any concerns about the on-going military operations in Iraq, the potential of U.S. military airstrikes in Syria, or the possible introduction of U.S. combat ground forces into either country, then this rule will tie their hands for the next two months.

M. Speaker, I rise in opposition to this Rule and in opposition to the amendment on Syria that will be offered later today.

The U.S. House of Representatives today, as part of the FY 2015 Department of Defense Appropriations Bill, passed an amendment offered by U.S. Rep. Jim McGovern (MA-02) to establish a $3 million competitive grant pilot program to address the physical and mental health needs of service members and veterans with assistance from service dogs.

This amendment establishes a $3 million competitive grants pilot program for qualified nonprofit organizations whose mission is to address the physical and mental health needs of veterans and service members with assistance from trained service dogs. This is a very modest amount of money when we consider the need of our veterans and the number of organizations around the country dedicated to addressing this need.

U.S. Rep. James “Jim” McGovern wants to take what Franklin County’s got and give it to the rest of the country. “What I love about the new part of my district is that, out here, people demonstrate how to do things right,” McGovern told a crowd of constituents gathered at Green Fields Market Saturday. His district, largely in Worcester County, grew to include Greenfield and 13 central and eastern Franklin County towns during last year’s federal redistricting. His words referred to the county’s commitment to sustainable living, support of local agriculture and enthusiasm for renewable energies.

I continue to believe that maintaining any troop presence after 2014 should be specifically authorized by a vote in Congress. We are at war. And for far too long, Congress has failed in its most basic oversight and authorization responsibilities.

Yesterday, U.S. Rep. Jim McGovern attempted to get a vote in the House of Representatives on his amendment regarding the war in Afghanistan.

It’s time for us in Congress to do our job. It’s time we stopped asking our troops and their families to sacrifice their lives in a war that has outlived its purpose. It’s time to bring our troops home. It’s time to get out of Afghanistan.

I am profoundly concerned about the allegations that government agencies have been secretly collecting the communication records of American citizens for the past several years.
