After the collapse of secret negotiations that sought to change federal policy to send more water to Central Valley farmers, California's Republican lawmakers have come up with Plan B: a completely new water bill.

It's an early sign of the rising power of Republicans who will control both the Senate and the House in January.

H.R. 5412, sponsored by Natural Resources Committee Chairman Doc Hastings (R-WA), streamlines the Bureau of Reclamation feasibility study process for surface water storage facilities by putting hard deadlines on study completion and authorizing construction of projects that are found feasible.

Maxwell, CA – Congressmen Doug LaMalfa (R-CA-01) and John Garamendi (D-CA-03) were joined today by local elected officials, water agencies, farmers and construction workers to announce a bill authorizing construction of Sites Reservoir in Northern California. Once built, Sites Reservoir will generate 1.9 million acre feet of new water storage for California, which still relies upon a water supply system designed decades ago for a much smaller population. The bill is the only bipartisan measure in Congress addressing California’s water crisis.

Washington, DC – Rep. Doug LaMalfa (R-CA) today voted in favor of a water resources reform measure that streamlines environmental regulations, puts hard deadlines on studies and caps project review costs. The measure, H.R. 3080, passed on a 417-3 vote and will now be considered in a conference committee with the Senate.

Scott Tipton (R-CO), HR 678 eliminates the National Environmental Protection Act review process for small hydroelectric generators installed on man-made canals and pipelines operated by the Bureau of Reclamation.
