5. Effectively Implement the Affordable Care Act, to Insure Access to Healthcare

In 2010, President Obama signed the Patient Protection and Affordable Care Act into law. This law, often called "Obamacare," is the strongest, most robust improvement made in our nation's healthcare system since Medicare was passed in 1965. The policies in the Affordable Care Act will allow more than 40 million Americans to finally have the opportunity to purchase affordable health insurance coverage. I am committed to working with the Obama Administration to provide materials to hospitals, small business owners and families in the San Fernando Valley, to make sure everyone I represent understands the opportunities in the new law, as well as the potential costs.

I have held events throughout the 29th Congressional District to help educate my fellow Californians and to learn what changes can be made to improve the law.

California is widely regarded as one of the states most ready for deploying the Health Insurance Marketplaces. The California Health Benefit Exchange, Covered California is online and ready to help you learn about this valuable tool for selecting private health insurance.

Outreach and Education information, and information regarding Grants is also available.

The State Department of Health Care Services has joined with the Managed Risk Medical Insurance Board to prepare recommendations for the Assisters Program to aid in education, enrollment and ongoing use of public and qualified private health plans that will be offered through California’s new Individual Health Benefits Marketplace. More information about the Assisters Program is also available.

Information is available regarding the basics of getting covered with health insurance and how small businesses can cover their employees.

Small Businesses

The Department of Health and Human Services has a section on healthcare.gov specifically designed for small businesses.

The U.S. Small Business Administration (SBA) has also created a fact sheet for small businesses, detailing the key provisions in the Affordable Care Act that will affect small businesses. SBA has also put together a full presentation on the small business impact of the Affordable Care Act. Finally, SBA also maintains a Small Business and the ACA website.

BusinessUSA, created to help businesses of all size interact with the Federal Government, has created Health Care Changes, a site specifically designed to explain how the healthcare law will change the way you do business.

The White House has also issued a report on the Economic Effects of Healthcare Reform on small businesses and their employees.

According to the U.S. Census Bureau, more than 30 percent of Latinos lack health insurance. This is the highest uninsured rate of any racial and ethnic group in the United States. Too many hardworking families are one hospital visit away from bankruptcy. This is why the Affordable Care Act (ACA) is so critical for working Latino families. It is also why Congress needs to focus on implementation of the ACA, not its elimination.

This week, U.S. Rep. Tony Cárdenas (D-San Fernando Valley) signed on as an original co-sponsor to the bipartisan Veterans Mental Health Accessibility Act, which is intended to allow veterans better access to mental health care. Currently, veterans face a five-year window in which they must seek treatment for mental illnesses before losing their higher priority status. This legislation would eliminate the five-year window and allow veterans to seek treatment for service-connected mental illnesses, regardless of when their conditions manifest themselves.
