During the time reserved for leader remarks, Sen. Reid spoke about the “cult of Koch” and the influence of the Koch brothers.  He endorsed a Udall-Bennet proposed Constitutional amendment to allow Congress to regulate campaign finance.  Sen. McConnell spoke about the effect of withdrawing the Energy-Water bill on Kentucky coal families and about President Obama’s foreign policy.

The Senate will convene at 9:30am and after one hour of morning business, resume consideration of the motion to proceed to HR 4466.  At 12:45,all post cloture time will be deemed expired; therefore the Senate is expected to begin consideration of the bill at that time.  There are no votes scheduled at this time.
