Through her work serving as Vice Chair of the Energy and Commerce Committee and the feedback Congressman Blackburn has received from businesses and families in Tennessee, it has become very clear that the President's health care law is unworkable. People are frustrated with the negative impact Obamacare is having on their lives and Congressman Blackburn is leading the fight in Congress to Delay, Defund, Repeal, and Replace the law.

DELAY

Congressman Blackburn is the sponsor of H.R. 2809, a bill to delay all Obamacare provisions and taxes for one year. H.R. 2809 builds on efforts already taken by the House to delay both the individual and employer mandates. The Obama administration has already agreed to delay the employer mandate for one year, a glaring sign that even President Obama recognizes this law is not ready for primetime.

Delaying Obamacare gives us the best chance to defund it because the administration will be unable to reprogram money, collect new taxes, provide subsidies or expand Medicaid -- all things that put the taxpayers further on the hook for this law. In fairness to hard-working taxpayers the best thing we can do right now is to implement a one year delay so we can continue to chip away at this disastrous law.

Senator Jeff Flake (R-AZ) is the sponsor of S. 1490, which is the Senate companion bill to Congressman Blackburn's legislation. 18 free market groups led by Americans for Tax Reform have signed a letter in support of the Blackburn/Flake delay effort. Read the letter HERE.

DEFUND
  • Congress has already denied the administration's requests for more money to help implement the healthcare law, forcing the Health and Human Services Department (HHS) to scrape together funding from other accounts.  Our defunding efforts have also forced Secretary Sebelius to shake down private companies for money to fund implementation.
  • Congressman Blackburn is a cosponsor of legislation sponsored by Representative Tom Graves (R-GA), H.R. 2682, the Defund Obamacare Act, to deauthorize all future appropriations, rescind all prior appropriations and repeal entitlements authorized under Obamacare.
  • Blackburn is also a co-sponsor of Representative Graves bill, H.J. Res. 62, the Stability, Security, and Fairness Resolution of 2013.

REPEAL
  • The House has voted more than 40 times to repeal the Affordable Care Act.

REPLACE

On September 18, 2013, Congressman Blackburn joined fellow members of the Republican Study Committee in introducing legislation to repeal and replace Obamacare. The American Health Care Reform Act addresses the rising healthcare costs being experienced as a result of the implementation of President Obama’s health care law. 

This RSC proposal includes language authored by Congressman Blackburn in he bill, H.R. 762, to allow the purchase of health insurance across state lines and permit businesses to pool together in association health plans in order to drive competition. The plan replaces a Washington-mandate with interstate competition, allowing market forces to encourage efficiency and pass cost-savings on to the American people.

Joining Congressman Blackburn in introducing the American Health Care Reform Act were: RSC Chairman Steve Scalise (R-LA); RSC Health Care Working Group Chairman Dr. Phil Roe (R-TN); Rep. Renee Ellmers (R-NC); Rep. John Fleming, M.D. (R-LA); Rep. Paul Gosar (R-AZ); and Rep. Todd Rokita (R-IN).
