Senator Barbara A. Mikulski (D-Md.) at a hearing on the Navy's FY 2013 budget asked the Secretary of the Navy what can be done to keep the USNS Comfort in the Port of Baltimore.

The USNS Comfort has been stationed at the Port of Baltimore since 1987 and has been deployed in times of crises to provide medical relief including: responded to the 9/11 attacks in New York City; treated victims in the wake of Hurricanes Katrina and Rita; and cared for the survivors of the earthquake in Haiti. This past February, the Navy announced that it planned to move the USNS Comfort from the Port of Baltimore to Norfolk in 2013.
